<title> in <svg> overrides <title> from <head>

a <svg> element which itself has a <title> element lynx will use the
SVG's title as title for the page.'
	I pointed this out years ago.  lynx seems to use the last
title it finds.  I spent a few minutes trying to figure out how to
make it use the first, gave up.
