You would need to tell people the URL.

However, a common reason for this is that the site requires EcmaScript 
(often called javascript) and a full feature HTML5 document, and 
browser, object model.  In general, where disability law is specific, it 
refers to the W3C Web Content Accessibility Guidelines, which permit the 
use of scripting in ways that are incompatible with Lynx.

As such you will probably be relying on the goodwill of the site 
operators to make it Lynx friendly, rather than any legal obligation 
they may be under, so be very gentle with them.

Lynx does not have an object model, and doesn't have a scripting engine. 
  It is based on a much older version of HTML, with some bolt ons to 
cope with HTML5.
