The only way you  might have lost an FCC complaint around that issue is if 
the person at the FCC itself made an error.  As in, please be blind as I 
define the term and use what  i  say you should use since I write the 
definition of a good blind person for the FCC.
WcAG rules are clear, support current, not to be confused with the 
nonexistent term  modern
  user tools.
Lynx is still under development, is more current than l i n k S.
Someone needs to remind the disability rights office that its the Ada, not 
the Americans blind as we define it act.
