inverted exclamation nark not rendered (utf-8)

As in the subject. When looking at a website[1], I notice that an inverted exclamation mark is not rendered. Looking at the output in a hex editor shows that instead of utf-8 C2A1 only the A1 is there. I used -assume_charset=utf-8 -dump > testfile
