The reason why a stateside  location is important is that the city of new 
York claims it fails because of IP address.
Yes, I know what you say here, but for the sake of focusing reasoning, I 
wish to be certain that when I restate the obvious said individual cannot 
blame ip address for  their lack of inclusion.
