This has drafted quite a bit, but maybe it’s time to enable
CHARACTER_SET:utf-8 by default, and/or LOCALE_CHARSET:TRUE,
though the latter isn’t quite as portable or useful, so I
personally run with it on FALSE even on GNU/Linux systems.
