Yes, but if you can edit the lynx.cfg used by your copy of Lynx you can
change this.

Quote from lynx.cfg:

  ENABLE_LYNXRC
# The forms-based Options menu shows a (!) marker beside items which are not

# they are likely to cause confusion if they are read from the .lynxrc file for

So you can find this setting:

#ENABLE_LYNXRC:USERAGENT:OFF

and change it to:

ENABLE_LYNXRC:USERAGENT:ON

(remembering to remove the hash mark at the beginning).
