Based solely on the name of the environment variable, I would guess
that LYNX_CFG_PATH=$HOME/lynx.cfg would be the setting.  That is, my
guess is that LYNX_CFG_PATH is a path to the config file, not a pathp
to a directory in which to find the config file.
