The web was moving towards applications that ran in the browser, rather
than the browser being a document viewer, before 2004, but the key
event was the formation of WHATWG (Web Hypertext Application Technology
Working Group) in 2004, who seized effective control of the HTML
specification, from W3C, in 2008, by specifying HTML5.  HTML5 was
always intended to be used to create programs be run in the browser.=20
"Application" in the group name is key to understanding its purpose.
