Thanks for your help.

My modules work now.  I now have:

A module that does the language intelligence
A resolver module that uses it

I use two handler modules, a PerlInitHandler to check the URI for a prepended language code, and a handler that makes an ApacheHandler that uses my resolver.

I was thinking of throwing these up on CPAN.  Is there any interest in equipping Mason proper with a resolver with internationalization support?
