You know, the more I think about it, the more I'm convinced that
Apache::Test is just going about things in a weird way.  Basically, it
takes over a large chunk of your build/test flow and inserts its own hooks
into it, so it does things like starts a server when you start running
tests (annoying).

But what _I_ want is just a bunch of utility functions that let me create
config files, start & stop the server, send requests, etc.

Maybe I'll have to write my own, or maybe I can use parts of Apache::Test
somehow, but I'll have to dig around more.
