So what's the problem?  Why would 'use utf8' need to come before that?
The whole purpose of 'use utf8' is to make sure Perl handles UTF8 chars
in the source code properly.  Since we know wha the "set the request" code
looks like, we can know it doesn't need 'use utf8'.
