As soon as I can figure out test #24 is 08-ah.t.  It's failing for me on
Apache1 and 2.

The only other failing test is 16-live_cgi.t #12 on Apache2 only.
Apache2 is not passing the request to /CGIHandler.cgi when the last
existing thing in the url is a directory instead of a file.  I diagnosed
this offline over the weekend, and now that I'm back online, I need to
research a solution.

install/assisted_install_helper.pl and install/configure_apache.pl

I tested this over the weekend.  ApacheHandler.pm doesn't have permissions
to create the data_dir when new() is called under Apache2, so I made it
create it at "make install" time.
