My fault.  I'm always forgetting to update Changes.

I need to checkin my change to merge Resolver::File::ApacheHandler into
Resolver::File.

I've also been meaning to work on merging David Wheeler's changes from the
1.2 branch into head, but the switch to Module::Build makes some of them
not very straightforward.
