OK, I've checked that in, and listed it as an incompatible change.
It's not a big deal, but the few people who already have libapreq2
working will need to update their config.

Maybe for 1.31, I'll try to have it check whether Apache::Request is
installed, and pick the args_method accordingly.

But I'm satisfied for now, and ready for the 1.30 release.
