Ok, I know I'm being a pain, but...do we really want to change the  
default behavior in 1.30, and then change it *again* in 1.31?

I'd say we should either do the suggested Apache::Request check now,  
or just assume we're going to leave args_method defaulting to CGI for  
the remainder of 1.3x. Hate to introduce back-to-back default  
behavior changes like this. My two cents.
