It's not _requiring_ CGI. It is just making it the default args_method (instead of mod_perl) under mod_perl version 2. Quite a few people have having difficulty getting Apache2::Request and installing it, so I thought it might be a good idea to make CGI the default. You can still use Apache2::Request by setting args_method=>'mod_perl'.
