Ah, I found the problem. It gets created in NONE/etc/midgard/conf.d!
This happens because of the MGD_ETC_PATH="$prefix/etc" line in
configure.in. $prefix is NONE unless the --prefix option has been
given on the command line.

Wouldn't it be better to allow users to decide for themselves? You
could follow this preference simply by:

    ./configure --sysconfdir=/etc
