It's a difference between compile- and runtime configuration. For example if I first install midgard from standard binary packages, but would then want to compile a new version of the midgard-core library using custom directory paths. Now midgard-core would use the custom paths, but the higher level components would continue using the standard paths. Using a function guarantees that all components will always use the same locations.
