Installing midgard 1.7 on Debian Sarge

I have installed Midgard using apt. The installation went perfect as well as
datagard setup. But When I try to go to access at http://localhost/midgard I get
Forbiden. I checked apache error logs and It says:

crit] [client 127.0.0.1] (13)Permission denied: /var/lib/midgard/.htaccess
pcfg_openfile: unable to check htaccess file, ensure it is readable

I looked for that file and it was missing, so I created but the error still
remains. 

Any idea?
