MIDCOM_NAV_NOENTRY - can be overriden?

Hi,

I need NAP to list all child articles including "index" article. I found
that "index" article in taviewer has MIDCOM_NAV_NOENTRY set to true. Can it
be overriden on some schena, option setting or do I need to alter
navigation.php and make thhis system wide option?
