  With the ImageMagick(its magick!) package it is easy to extract the diffrent frames. If  the 'convert' tool is available, I think it's possible from the command-line too.

   

  But isn't the problem, that the gif contains no vector information?

    If you have a library that parses the animated GIF and returns you full frames (or all the information about partial frames), then it's an easy enough task.

    As far as I know, though, there aren't that many packages that operates on animated GIFs. That makes the task not that easy.
