Re: Event element encoding

Actually the kn_response_format=simple encoding (used by all
non-JavaScript client libraries) makes a special case for kn_payload,
where the payload value is not encoded in any way -- i.e. it is sent as raw bytes
after the other [encoded] headers and a newline.

So none of the encoding rules (quoted-printable, etc.) apply
to the kn_payload value, and there is no 'kn_payload: ...' in the headers.
