Updates to pubsub.py

For those playing at home, please do a cvs update of

   mod_pubsub/python_pubsub/pubsub.py

We finished the JavaScript protocol implementation today
by adding kn_heartbeatCallback().

Also, we changed the heartbeat interval of the server from
0.5 seconds, to 30 seconds, which should make it sufficient.

Also, we changed the formatting of the heartbeat of the
SimpleTunnel class and JavaScriptTunnel class.

Finally, we updated the scheduler to use a single global
scheduler, rather than be parameterized.

All of these should make the Python PubSub Server more
fully compliant with the PubSub Protocol
