Recent fixes to Python PubSub Server

   mod_pubsub/python_pubsub/pubsub.py

have been checked in; we're now at version 1.49.  Also checked
in some fixes to scheduler.py and cgitb.py in the python_pubsub
directory to support the server fixes:

1. Unparameterized scheduler.  Now uses global scheduler from scheduler.py.

2. Removed erroneous flush in non-JavaScript response formats.
   In simple format, there should be no flush space.
   In js format, we flush 4K spaces to force the browser to render.
   So, default is not to tickle renderer unless overridden by
   the JavaScriptTunnel subclass.

3. Background work needed to introduce a statistics topic.
   Note that you can currently get statistics from, for example,
   http://127.0.0.1:8000/kn/server-status

Will work on that statistics topic more in the future, but I
think I'd like to take a snapshot of mod_pubsub and put out
a v0.97 tarball.  (Makes me feel better to do that before doing
some of the name changes we talked about this week, too.)
