Thank you kindly.  I had used another FTP program (SmartFTP) to upload the
config file -- or at least I thought I did.  Using a restricted version, I
didn't have the option you suggested below however CuteFTP Pro does have a
"-a" filter option so I reuploaded and set 755 on the file and sure enough,
my initial plugin tests are working fine.

Your config file is either not on the server or is unreadable by the Web
server. Check to make sure it's there and that file permissions allow the
Web server to access it. Since the file name starts with a dot, the file
will be hidden on Unix servers. If you are using an FTP program to view the
files, set the "-a" viewing option or configure it to show hidden files.
