Some comments around:

Jetspeed, (aka SlowJet) had not gained wide popularity like some other 
Jakarta projects did not (Velocity ex.)

basicPortal.sf.net is Struts based, with JSTL tags. It should become 
popular.

IBM was "sold" JetSpeed so they will bleed with it for a while.
