i18n problem with file uploads

Hi, Whenever I have a <html:form> that contains a file upload my Japanese characters are becoming garbled (i.e. multipart/form-date). I have specified the servlet and JSP charset encodings as all UTF-8. On other forms which have an enc-type of application/x-www-form-urlencoded I have no problems. I am thinking I may need to set the accept-charset attribute on my form, however I see not tag for this in Struts. Is there another solution or workaround for this?
