I can understand that in an editing environment, but not one where  
the attached pallet is strictly for document selection. The original  
author stated this "is standard for other programms." Personally, I  
am unaware of any app which has a pallet to select open documents  
that is not attached to a document window. Additionally, dealing with  
tabs most (all?) apps always leave the tab buttons attached to the  
window: Safari, Firefox, Interarchy, BBEDit, IE 7...

BBEdit did used to offer a document list panel. It worked okay, but  
not as well as the new tabbed environment.

Back on the GC example, typically one can only edit one image at a  
time, so they would only want the tools to edit a single image.  
However, one may want to select multiple tabs at a time, and drag  
them to other windows. Hiding the pallets would prevent that from  
happening.

Finally, one method already built-in which may help the original  
poster is to use the Workspaces window. Although it does not provide  
thumbnails, it does do what he's asking for.
