Download and installation problem

I just downloaded the installation file for Opera 9.63 (En) for Windows.
(Somewhat less than 6 MB.)

I went off line, and then started installing. After choosing automatic
installation the installer tried to access the Internet, and when I
didn't allow that, it couldn't install.

Is that the way it should work???
