Is there an Opera 64bit version in the works?

Is there a utility for editing, importing or exporting filters? Is there  
one in planning?

   I remember using OS/2 and someone wrote a utility for editing the OS/2's  
config file. NOT only did it open the file and presenting it in a text  
editor (it was in plain text format) BUT it analyzed you particular  
settings and made recommendations for values that would speed up or make  
it otherwise better working. NOW Opera may not need all that much  
tweaking, but it could use something like the OS/2 utility. Perhaps it  
could start with searching your long term storage for earlier versions and  
offer choices for reviewing or importing sections from those earlier  
versions (I'm thinking mail filters - but not limiting it to filters). It  
could allow for re-ordering filters or combining filters or eliminating  
duplicate or conflicting filters.

Or maybe such a tool already exists... and I didn't hear of it.
