The three radio buttons are, from the top (duh...):

  Accept cookies
  Accept cookies only from the site [sic] I visit
  Never accept cookies

  and the two check boxes are

  Delete new cookies when exiting Opera
  Ask me before accepting cookies

  At the top of the box it says:

  Cookies are small files stored on your computer. They allow Web [sic]  
sites to remember you between visits.

  and at the bottom, above the Manage cookies bar, it says:

  Cookie settings can be adapted to each site

You have a good recollection. However why doesn't the text appear on mine?  
It used to.

Also, I have been having trouble with cookies for Facebook. Sometimes I  
have to log in manually and sometimes the magic wand works (This could be  
a Facebook snafu, but it's what brought the vanishing text to my  
attention.)

I had not had any problems with facebook logins until I upgraded to 10.50.  
And why it works sometimes but not other times...?

Hopefully someone in the programming department at Opera knows what needs  
doing.
