There should be an item when you hit Alt or click Menu, called "Show Menu Bar" with a default hotkey of Alt-F11. If not, it should be in opera:config as "Show Menu" > 8-Open file requires I type in a fullpathname, offering no apparent > chance to choose a local file to open from a list. I had this on KDE 3.5.10; search opera:config for "Dialog Toolkit" and experiment with small numbers. "2" got me File Open and File Save dialogs I can work with.
