Yes it can. When using the GTK file selector for saving files, you can
use the 'Name' dialogue to paste a path. When opening files, in the
top-left corner there is a 'Type a file name' button that pops a
'Location' input box in which you can paste paths (or use completion).
The latter can also be activated via 'ctrl+l'. However, you are right
that you cannot copy the paths.
