When closing the last tab of a window, there are three obvious
possibilities:

- open a "default" tab to avoid having empty windows.
- have an empty window.
- close the window.

without "allow windows without tabs", clearly you can't have "empty
windows", so either you're left with a speed dial tab or the window
closes.

With "allow windows without tabs", equally clearly you should end up
with either an empty window or the window closes.

So far, I think it makes sense.  However, how to choose between the two
is harder.  As you say, it does seem that "open windows instead of tabs"
chooses to close windows and without that option the window is not
closed.  I can imagine that the option makes windows more "transient",
and thus they can be closed more easily (easy come, easy goes).  But it
does seem a bit arbitrary.

Maybe some of those options should be replaced with a single option:
"what to do when the last tab of a window is closed".  Some possible
settings:

- Open speed dial.
- Leave the window empty.
- Close the window.
- Close the window, unless it is the last window.
