[Contribution] Free Shipping with order count for MS1 & MS2

This is a update of David's module that allows free shipping with a define number of products.
E.G Free shipping when you purchase 3 or more items.
All credit goes to David Kathan for the original and thank you Jason Strider for re-writing it to work with MS1 and MS2. I'm using it on Loaded 5 without a problem!

This mod will show in the checkout_shipping page if the customer has met the certain amount of items for the free shipping, if they have not it will not be displayed.

I simply requested this mod to be re-written, unfortanately if there is any heavy technical issues I will be unable to support you.
