Hatim,

I've been able to duplicate this bug.  Create an account then after you get the success screen, press the back button and reenter the password and click on continue again. 

It will only let you create 1 duplicate, but that is still too many.

Also, if you use the guest checkout contribution "Order_Info.php" and "Order_Info_process.php", this will also allow you to create duplicates.
