This isn't a problem with osCommerce, PHP, or Apache, but is a server-specific problem that can turn ugly when conflicts exists between Apache, FTP, and whatever extra transfer protocols used.

This is something your hosting company has to fix.

Concerning the osCommerce upload functions, these have now been moved to a file uploading class which, by default, sets uploaded images to permissions 777 (to minimize such permission conflicts occuring).
