I personally think using a smarty "type" system is the best solution because there are a set of rules in place that we can all abide by.  This will allow for across the board implementation, there will be less arguments on how to go about it, it is fast and works well (from what review I have read).  I don't think that creating one from scratch is the answer, mostly because of time and mistakes.  If one is created from scratch, there will be the time consuming debugging of it.  Smarty (or what ever one you choose) will also allow a nice separation from content and design, allowing blokes like me the ability to just walk in and make it look like the rest of my site.  I have been waiting for this to get done for a few months now (I know that some of you are longer in the tooth than me) and I hope that it can be one of those quick and dirty implementations that will only take a few days!  Yah Right!!! 
But... if there are rules to follow, it could be possible if everyone took one page and got to work on it.  That is why rules are good and anarchy is stupid.  With anarchy you get nothing accomplished and everyone dies in the end.  Look at the movie Triple X!
