I know I had to struggle to get it to work on my W2K development box, but in the end I found that most of the reasons it didn't work were due to my own oversights--although, I do think that the way the software is packaged and the way it's actually installed are sort of odd.  You have to really pay attention to the directory structure during install, or it's just not going to work.

If you ever give it a second shot, I'd be happy to walk you through it.  It's really not hard at all, once you've gotten over the hump.
