There is a mod called I think manual order entry or some such but it is HORRIBLY complicated and buggy and the developers are now selling it so no free bug advice.
However, if you are the one creating the accounts and making the orders 
There is also a mod that might be useful in that it let folks create accounts BUT they cannot order until you approve the account - might cut sometime for you to use it instead of creating all the accounts yourself.
