I see how this could be organised around contributions, but I would like to add 'development of new contributions' as an extra goal for the effort.
The thing I would like to see solved is the situation now where nobody has a  clue what contributions are being developed and as a result everyone is doing their own thing instead of working together.

How this for a mission statement, of sorts:
- All projects will take the shape of osC contributions.
- The project will adopt contributions and keep adopted contributions current with osC milestones.
- Development of new contributions that would benefit from a community effort.
- Publish a 'Milestone distribution bundle' for each future Milestone, it would contain all contributions adopted by the project at the time.

Basic rules could be something like:
- Contributions get adopted by majority vote and has a someone takes responsibility for it.
- Anyone contributing, gets to vote.
- Other voting members can be introduced by majority vote.

Or something like to that effect.

The 'Milestone Contribution Bundles' would address Johnsons concerns.
Sparky would be happy because it  would take some of the load of the core team wrt integrating contributions. 
And I would be happy because outside contributers get a channel to discuss new contribution ideas and can work together.
