The Smarty template system is a completely different project that I am not involved in.

I created the Simple Template System (STS) because I wanted something simple enough for my end-users to manage, that would require minimal changes to the code base to make adding other contributions simple. 

It wasn't designed to be powerful, it was designed to be simple.  Of course, there is power in simplicity... :-)
