It can do your one time charge of $10 per product and not multiply it out on the quantity. But it does not know what your starting point for this or cut off point is for this.

If you had:

printing costs 

as an attribute group, and this setup based on Quantity:

Printing 1-20 (units 1 price_units 10)
Printing 21-40 (units 1 price_units 9)
Printing 41-60 (units 1 price_units 7)

This would work, but the customer would have to think here.

Do you have a units x price_units *formula* that might be able to be applied for this?

Or, could this be done via the Discounts? 5% off on 20 6% off on 40 7% off on 60 etc.?
