After doing some research here is what I found, which isn't much.  If you don't use the SSL and you send your customer to the 2checkout page, they have to click the Finish Order button regardless of the fact that you selected the return to selected URL option and pointed it back to your cart.  That only works if the customer clicks the finish order button anyway.  I really don't understand how you could miss it as it's in big bold letters that you have to click the button to finish the order, but it obviously happens.  We are just going to deal with it for now, or get an SSL cert.  I guess this didn't help much, sorry.
