Problem with SEC multiple discount

I am running the 5.18 snapshot.

I want a 10% discount at 4 items and a 15% discount at 8 items.  I add the following to the multiple discount section under admin:

     4       8
   10.00  15.000

No matter if I click absolute or precentage I always get a price of:

1-3          4-7         8+
$30.00      $10.00   $15.00
