Pin Code or Scratch-off card system integration

I think lot of people dreams out to get the shop with alternative payment solution
look at that article

I think it would be great to add some kind of little module for that, so customers without credit cards can purchase a plastic card with unique pin code, they activate it and add as "available balance" to their account, so every time customer will order, they can choose payment method - either to buy with Credit Card or the PIN code they got after scratch-off the card.

Please anyone give me a comment
maybe there are people already did it or will begin?
