I'd say it is the best. But then again I might not be very objective ;)

Its not perfect or anything :) but it does the job quite well on thousands and thousands of live shops. 

I know other commercial packages that have features osCommerce doesn;t support, things like templates, order changing etc. but there are contributions outthere which will address most of this (to an extend).

Check the links in my signature (contributions / docs) and install and testdrive it on your computer. Best way to check if it does what you need.
