In general, for the typical stores that sell normal items, then osCommerce certainly does the job. If you have something strange, then osCommerce might even be better simply because it allows you to modify the operation to suit your needs. I do not think that anything with software can ever be called the best. The real question you should be asking is whether osCommerce can do what you need. The most likely answer to that question is a resounding yes.
