I hope this isn't off topic but I am not so sure that you need all those tax zones. I am in San Francisco California. I am only REQUIRED to charge the higher tax rate (8.50) if the item gets delivered to someone in the same location as my business all other customers get charged the state rate of 7.25. The way I understand it you are only REQUIRED to charge the tax rate of Huntington Beach if the item gets delivered to someone in Huntington Beach all other California orders get charged 7.25. The reason I emphasize REQUIRED is because you may charge all the different local tax rates as a courtesy for the state, but then you must list each one separately when filing the state tax payment. This is not required but you can do it if you want to. I choose not to because of the bookkeeping nightmare.
I am no tax expert but I have attended the local tax classes and asked many questions. The whole thing can become confusing. You may be able to save yourself some time and trouble by giving the tax board a call to double check. I just thought I would put it out there hoping to help.
